PIDM Rolls Out Resolvability Framework And PayNet Payment Continuity Agreement To Strengthen Bank Resolution Readiness

Spotlight

Perbadanan Insurans Deposit Malaysia (PIDM) announced three initiatives in Kuala Lumpur on 22 September 2026, at its Industry Dialogue with member banks, to strengthen banks’ preparedness to support PIDM in a resolution: the Resolvability Assessment Framework (RAF), a cooperation agreement with Payments Network Malaysia Sdn Bhd (PayNet), and its first Data Pulse publication. The measures matter because they aim to give Malaysian banks clearer resolution expectations and to keep access to critical payment infrastructure open if a member institution fails.

Three Initiatives Under The 2026 To 2028 Corporate Plan

Perbadanan Insurans Deposit Malaysia, Malaysia’s deposit insurer and the resolution authority for its member institutions, unveiled the Resolvability Assessment Framework, the PayNet cooperation agreement and the inaugural Data Pulse publication together. PIDM Chief Executive Officer Afiza Abdullah said the initiatives mark the next phase of the agency’s resolution readiness work under the PIDM Corporate Plan 2026 to 2028. She said the aim is to support orderly resolution through clearer expectations, stronger collaboration and better data, and to build the credibility “to execute them effectively when needed.”

The RAF is designed to improve member banks’ resolvability by setting clear expectations and allowing more structured engagement on resolution preparedness. PIDM defines resolvability as how prepared a member bank is to go through resolution promptly and in an orderly way without severely disrupting the financial system. Each member bank must assess its own capabilities and close any gaps, while PIDM carries out an overall assessment of preparedness.

Payment Continuity Through PayNet

The cooperation agreement with Payments Network Malaysia Sdn Bhd supports continued access to critical payment infrastructure during a resolution. PIDM said this complements the RAF and describes such access as an important enabler of effective and orderly resolution. Publicly available information on the agreement’s operational terms, scope and effective date remains limited.

Data Pulse And AI-Enabled Support

Data Pulse provides data on household financial wellbeing, savings and resilience, which PIDM says will support informed policy-making and a more resilient financial system. Deputy Minister of Finance Liew Chin Tong launched the publication during his keynote address at the dialogue and described resilience as a shared national effort.

The dialogue also saw the launch of RAF intelligence, or RAFi, an AI-enabled tool to help member banks navigate resolvability requirements. An expert panel discussed industry readiness ahead of the RAF’s implementation. PIDM holds the Industry Dialogue each year with senior leaders of member institutions, and a separate session with insurer members was scheduled for 23 September 2026. PIDM has not publicly specified the RAF’s implementation date or detailed compliance requirements.
