Over 125K Filipinos Set To Benefit From Proposed PHP1.12 Billion 4PH Funding

The government is proposing PHP1.12 billion for the Expanded Pambansang Pabahay Para sa Pilipino (4PH) Program in 2027, to help make homeownership more affordable for 125,667 Filipinos, the Department of Budget and Management (DBM) said Wednesday.

Of the proposed allocation, PHP1.085 billion will fund interest and non-interest subsidies for qualified beneficiaries, while PHP33 million will cover administrative requirements.

The proposed funding is a sharp increase from the PHP35 million allocated to the program under the 2026 General Appropriations Act (GAA).

Acting Budget Secretary Kim Robert de Leon said the increased funding forms part of the government’s broader social protection efforts.

He said the allocation would allow more than 125,000 beneficiaries to access “safe, decent, and affordable housing.”

The Expanded 4PH Program is the administration’s flagship housing initiative that supports qualified beneficiaries through interest subsidies across various housing modalities, including vertical and horizontal developments, high-density housing projects, and Real and Other Properties Acquired (ROPA) financed under Pag-IBIG Fund Circular No. 473.

In his 2026 State of the Nation Address, President Ferdinand R. Marcos Jr. said more than 500,000 homes had been built and financed through government housing programs, including over 100,000 added in one year through the Expanded 4PH Program. (PNA)
