Department of Human Settlements and Urban Development (DHSUD) Secretary Jose Ramon Aliling has ordered the release of all compliant applications for licenses and registrations of socialized housing projects with complete requirements under updated rules within the first 10 working days of 2026.
The order is meant to sustain the positive momentum in the nationwide implementation of President Ferdinand R. Marcos Jr.’s Expanded Pambansang Pabahay Para sa Pilipino (4PH) Program and trigger economic activities in the housing and real estate sector, Aliling said in a news release Sunday.
Aliling directed Senior Supervising Undersecretary Sharon Faith Paquiz, concerned bureaus, and all regional offices to expedite the processing of Certificate of Registration and License to Sell (CR/LS) to ensure the sustained production and sale of socialized housing projects under the flagship Expanded 4PH Program.
“Natapos ng DHSUD ang taong 2025 na positibo, at bubuksan natin ang 2026 sa mas pinaigting na pagse-serbisyo sa ating mga stakeholders — mga home buyers at private developers, alinsunod sa utos ni Pangulong Marcos Jr. (DHSUD ended the year 2025 on a positive note and we will open 2026 with more intensified service to our stakeholders — home buyers and private developers, in accordance with the order of President Marcos Jr.),” Aliling said.
“Dahil sa episyenteng pagtugon sa mga application ng development permits, CR/LS, mas mapapabilis na ang pag-issue ng mga CR-LS, mas maraming socialized housing projects sa ang magagawa ng private developers, kaya mas maraming pagpipilian para sa ating home buyers (Due to the efficient response to development permit applications, CR/LS, the issuance of CR-LS will be faster, more socialized housing projects can be done by private developers, so there are more choices for our home buyers).”
The DHSUD chief stressed that only apply compliant private developers, based on existing laws, rules, and regulations, are covered by the order.
“Asahan po ninyo ang mas pina-igting na pagsusumikap mula sa buong DHSUD upang mas mapabuti pa namin ang serbisyo pabahay sa 2026 (Please expect more intensified efforts from the entire DHSUD so that we can further improve housing services in 2026),” he said.
Near the end of 2025, the DHSUD issued several updated policies on price ceiling; simplified application for tax exemption for socialized housing with the Department of Economy, Planning, and Development and the Department of Finance-Bureau of Internal Revenue, respectively; and streamlined processes in licensing and registration, among others.
