Vietnam Electricity (EVN) and its Power Project Management Board No. 2 have begun construction of the Quang Trach II LNG-fired power plant in central Quang Tri Province, a project valued at more than VND40.1 trillion, or about US$1.55 billion. The plant sits within the Quang Trach Power Center in the Hon La Economic Zone, Phu Trach Commune, and will consist of two 806.4 MW units using combined-cycle gas turbine technology, for total capacity of 1,612.8 MW.
Reports differ slightly on the start date. The Investor, in an article published October 20, said EVN addressed the ground-breaking ceremony on Monday, October 19. Valve World reported that construction officially began on October 20, 2026.
EVN is the project investor, while Power Project Management Board No. 2 manages the project. The plant forms part of Vietnam’s Power Development Plan VIII and is intended to strengthen electricity supply and power system reliability.
Financing And Contractors
The project is financed with 20% equity and 80% commercial debt. The lenders are four domestic commercial banks: Vietcombank, VietinBank, BIDV and Agribank. EVN has secured the loans, cleared the entire project site and finished selecting the EPC contractor, which clears the way for contract signing.
At the ceremony, EVN deputy general director Nguyen Tai Anh said the EPC contractor had been selected and that the contract will be signed with a consortium of China Energy Engineering Corporation and Vietnam Machinery Installation Corporation (LILAMA). Publicly available details on the EPC contract value and the plant’s LNG supply arrangements remain limited.
Schedule And Output
Unit 1 is scheduled to enter commercial operation in February 2030 and Unit 2 in April 2030. EVN has told the management board and contractors to mobilize resources and equipment, maintain quality and environmental standards, and speed up implementation. Once operating, the plant is expected to supply about 9.5 billion kWh of electricity a year to the national grid.
Quang Tri People’s Committee Chairman Bui Hoang Phuong said the project would support infrastructure development, supporting industries, job creation and provincial budget revenue.
Quang Trach Power Center
The Quang Trach Power Center is planned at about 4,500 MW in total, made up of the Quang Trach I thermal power plant and the Quang Trach II and III LNG-fired plants. EVN is developing Quang Trach I and II, which together have a designed capacity of nearly 3,015 MW and total investment of VND82.145 trillion, or about US$3.17 billion. The two plants are expected to supply about 17.2 billion kWh a year once both are running.
Both units at Quang Trach I have been completed and have supplied 620 million kWh to the national grid. The Ministry of Industry and Trade reported that Quang Trach I had reached 99.62% overall progress as of October 2026. Unit 1 was first synchronized with the grid on April 12, 2026, and Unit 2 on September 28, 2026. During an October 4 site inspection, the ministry said Quang Trach II construction was expected to begin in November 2026 and called for investment preparation for Quang Trach III to be accelerated as much as possible.
Under the revised PDP VIII, Vietnam plans LNG-fired capacity of about 22,524 MW by 2030, with 22 LNG power projects expected to be developed and commissioned between 2025 and 2035.
